MEET THE SPEAKER
Dr. Barbara Hodges began her tenure as Executive Director of FCIS on July 1, 2010. Before assuming her FCIS duties, Barbara served as Head of School at Holy Comforter Episcopal School for 17 years in Tallahassee and President of the FCIS Board of Directors. Her prior experience includes serving as a Curriculum Development Specialist and teacher in North Carolina, and teaching at schools in both Virginia and Florida. Currently, Dr. Hodges has served as President of the Florida Association of Academic Non-public Schools (FAANS), a member of the Board of the Independent School Association Network (ISAnet), and the Chair of the International Council Advancing Independent School Accreditation (ICAISA). Other related professional experiences include serving on the Board of Regents of the Episcopal Diocese of Florida, the Florida Council of Independent Schools (FCIS) Board of Directors and the North Carolina Association of Educators’ Board. Dr. Hodges has presented on a state and national level on the topic of governance, including being a keynote speaker of the Independent School Chairs Association (ISCA) Conference, held at the Harvard Club. In addition, she has been a presenter at the NAIS Annual Conference.
Dr. Hodges has identified her vision for FCIS “to be a premier independent school association with a strategic board, proactive legislative advocates, and a streamlined quality accreditation process that provides outstanding member services, while utilizing strong communication, up-to-date technology, and marketing to operate with efficiency and professional excellence.
MEET THE SPEAKER
In the summer of 2014, James Milford became the fourth Head of School at Maclay School, a coeducational college preparatory day school enrolling nearly 1,000 students in Tallahassee, Florida. He brought broad experience in all aspects of independent schools as a teacher, parent, and administrator. Before joining Maclay School, Mr. Milford had a long tenure at Darlington School, a day and boarding school in Rome, Georgia. He joined Darlington as a Head of House and Admission Officer. During his time at Darlington, he led the residential program, was the Director of Student Life in the Upper School, a teacher in the Upper School, and served as Associate Headmaster overseeing admissions, financial aid, and communications.
Mr. Milford has served for four years on the Florida Council of Independent Schools (FCIS) Board. He is the Chair of the Finance committee and an Executive Officer of the Board. In his words, “My mentors are the only reason I am here today, and I will spend the rest of my career paying that kindness and generosity back to those I am able to invest in.” He does this through his involvement in FCIS, serving as a faculty member for the past four years for the FCIS Prospective Heads Institute as well as the FCIS New Heads Institute and is a frequent presenter at FCIS conventions. Milford serves on the Commission for Accreditation and leads both FCIS and Southern Association of Independent Schools (SAIS) Accreditations across the Southeast.
Mr. Milford has worked in numerous areas of independent school life, including admission, retention, and communications, expanding the scope and reach of how the school connects and partners with parents. His work focuses on the cultural stability and the resulting health of the school and his passion revolves around empowering faculty, staff, and students to reach their highest potential. He states, "Good people want to get better, and it is my goal to make sure the culture of the school supports this for all members of the school community--faculty, staff, parents, and students."
Mr. Milford received his Master's in Business Administration with a concentration in Entrepreneurship from the Campbell School of Business at Berry College and his Bachelor's of Business Administration with a concentration in Accounting from Shorter University.
He and his wife Angie, Maclay's Cross Country and Track & Field Coach who led the girls track to a state championship in 2023, have three sons: Clayburn (graduate of West Point), Kennan (Maclay '21) and James David (Maclay '23). The Milford family lives in Northeast Tallahassee and spends their free time training, racing, making memories with the boys, and entertaining friends. Though you may find Mr. Milford in his office or around campus, it is not uncommon to see him leading cheers at pep rallies, on the Junior Ski Trip and Sophomore Safari, or wearing one of his many "colorful" suits. MEET THE SPEAKER
Jennifer Carroll is a partner in the firm's Fort Lauderdale office and a co-chair of the Education Industry group. Jennifer’s practice is focused on the area of employment litigation, including all types of discrimination, FLSA and unpaid wage claims, FMLA, whistleblower, and restrictive covenant claims. She is experienced in all phases of litigation, including trials and appeals, and actively appears before state and federal courts in Florida. Jennifer has successfully tried numerous cases and achieved favorable summary judgment rulings on behalf of clients.
In addition to her litigation practice, Jennifer counsels employers on preventative measures. She conducts management and employee trainings, compliance audits and contract review and drafting. Jennifer is also experienced in pre-suit administrative proceedings.
Jennifer is a member of the Education Practice Group where she counsels independent and private educational institutions on employee, student and board matters, in addition to litigating matters on behalf of school clients.
Jennifer frequently presents at local and national conferences for various industry groups on employment issues, and regularly conducts management trainings. Jennifer started her career as a litigator with a boutique litigation firm located in South Florida, where she handled complex commercial litigation matters, as well as the defense of employment related matters.

Hotel Room: $215 (plus applicable taxes and fees)
Participants are expected to make their own hotel reservations. Registration fee does not include the price of the guest room. To make a reservation online, use this link: FCIS Leadership Academy. Parking: Self-Parking is $5/hour, up to a $25/maximum per day
Cancellation & Refunds: All hotel cancellations must be made directly through the hotel and in accordance with hotel policy. Workshop refund requests must be made in writing and emailed to kdanger@fcis.org. There is a $50 per person processing fee through June 24, 2026, with no refunds after this date.
